BREEN GeoScience was established in 1998 in order to provide professional hydrogeologic and project management services to industrial and legal clients.

For 25 years, BREEN GeoScience has provided technical services at Federal Superfund sites, State and Provincially regulated sites, for litigations as a subject matter expert, developing remediation solutions, groundwater / fate and transport modeling in support of risk assessments and remediation, and for Brownsfield redevelopment and environmental property liability management.

BREEN GeoScience has remained a small independent firm in order to provide a high level technical consulting while maintaining a great deal of flexibility in how we work with our clients as a technical resource with other firms or other professionals within our network for large site remediation and redevelopment projects, or as an independent consultant or subject matter expert.

Frank Van Ryn

Regional Director Koch Industries

Frank has completed a number of hydrogeology evaluations for me on locations throughout the US. Frank is very thorough and brings a different paradigm when evaluating contamination associated with groundwater. I have found him to be professional and an out of the box thinker. He maintains client confidentiality. I would recommend him for any project requiring hydrogeologic skills.

Partner at Cable Huston

Frank did a tremendous job pinch-hitting for me in the MTBE multi-district litigation when our retained expert hydrogeologist withdrew over a conflict. With less than a month to write a rebuttal expert report, Frank quickly digested the sampling data, regional groundwater studies and historical records and produced an excellent, easy-to-read report that firmly rebuked plaintiffs’ expert who had tried to link MTBE in groundwater to our client’s gas stations in multiple locations in Rockland County, New York. Based largely on Frank’s report, our client was able to reach a favorable settlement. I only wish we had the chance to put Frank on the stand!

VP Compliance and Ethics at Guardian Industries

Frank is a very knowledgeable hydrogeologist and groundwater modeler. I used Frank to help develop systems around the groundwater program at a large oil refinery and he did an awesome job. I and some of my collegues have worked with him several times since and have always been pleased with the results.

Mark Landress

Sr. Project Manager at Project Navigator, Ltd

Frank did excellent work on groundwater modeling for the former Tex Tin Superfund site where we needed to evaluate changes in the installed remedy for future redevelopment of the site as part of a property sale transaction. Frank worked on the original site modeling and the new model work was pivotal in closing the sale transaction. Great work.

I have known Frank Breen since 2001, when we were both working to apply an innovative groundwater remediation technology solution at a chlorinated solvent contaminated industrial site with far less than ideal soil geology and hydrogeological constraints.

His extensive network of professional consultants, real estate property managers, and insurance firms, allows him to effectively contribute to a wide range of project and client needs by providing an independent, focused, solution-oriented, innovative project management approach.

Rhonda Bateman

CAO/Secretary-Treasurer at Lower Trent Conservation

While I led the Drinking Water Source Protection program at the Sault Ste. Marie Region Conservation Authority (SSMRCA), we hired Frank as a peer reviewer for our Groundwater Water Budget study. The study was multi-faceted and lasted several years. Frank’s knowledge of groundwater systems and geologic formations ensured that the consultants considered all possible interactions. The water supply modelling was vigorously reviewed by Frank and he worked directly with the consultants to ensure all parameters were considered. Frank’s work is always thorough. Frank was an integral part of the team and was always completely professional.

In addition, Frank completed a review of a groundwater study for SSMRCA in regard to a development in a coastal wetland. His report identified issues in regard to water quality in relation to development pressures that were contrary to provincial regulations. His report outlined the negative effects of the development on the water quality of flows into the mouth of the St. Marys River. His report was a major factor behind the staff recommendation to reject the permit for the development.

I would highly recommend Frank Breen as a consultant.

Michael Cote, P.G., L.E.P.

Principal Geologist at Amec Foster Wheeler

I worked with Frank at a difficult property with a widespread groundwater plume and potential for ecological/human receptor impacts. As a result of more than twenty-five years of site investigation that had created disparate descriptions of the site lithology and hydrogeology, it was necessary for Frank to reconcile these findings into a cogent, unified understanding of the fate and transport.

In addition to the creation of a groundwater model that well described the site conditions and accurately predicted the evolution of contaminant transport as a result of changes in the various remedial actions scenarios, Frank was integral to the team responsible for developing a recommended remedial scenario that migrated the project from an increasingly ineffective and costly pump & treat methodology to a more efficient and remedially intelligent in-situ chemical oxidation scenario. Frank was able to present his work and advocate the efficacy of the proposed remedial action changes successfully with the regulators. In this, Frank proved to be an adept, big-picture thinker well able to bring his considerable technical background to bear as a successful project manager. Based on Frank’s ability to balance “talking-the-science” with regulatory agency modelers/geoscientists and his outcome-oriented practical site management skills, I would retain Frank Breen again and herein recommend him without reservation.

Field Advisor at Forests Ontario

Breen Geoscience were contracted by the Sault Ste. Marie Conservation Authority to provide a technical opinion to assist in minimizing the potential risk to human health and the environment and provide technical input regarding the effects of a development on an area containing a large Great Lakes coastal wetland. Fortunately, as President of the Pointes Protection Association, an NGO, who objected to the development proposal, I was able to contact Mr. Breen, who agreed to make himself, and the report, available for presentation before city council, and ultimately at a future appeal by the developer, to the Ontario Municipal Board. His report and his testimony were recognized as being professional and standard setting and instrumental in pointing out the risks and potential damage the development could incur. It should be noted that he did this on a voluntary basis, which further affirms his professionalism.

Owner at Mark Henne Environmental, LLC

I’ve known Frank since about 1985 when we worked together. I now call upon him to conduct accurate, meaningful, and highly defensible computer analyses of aquifers. We’ve worked together on about six projects.

Reed Copsey

President & CEO, C Tech Development Corporation

Frank is a skilled Hydrogeologist who is adept with C Tech’s MVS and utilizes sound engineering skills and common sense in his work.

Mike Radcliffe

Senior Consultant at SPHERA SOLUTIONS

Frank is a superlative hydrogeologist with a very advanced knowledge of contaminant remediation. While we served together at ERM, I could always count on Frank to solve the most difficult problems.

In addition to being a sound in his technical discipline, Frank was a pleaseure to work with and was great with all of my clilents. He has a “can do” attitude that is the hallmark of a superior professional.

I would heartily recommend Frank to any organization or client.

Paul Sklar

Principal Geologist at ERM

Frank is an excelent geochemist/hydrogeologist with a thorough understanding of contaminant transport issues. While at Woodward-Clyde, Frank worked out a solution to a contaminant transport question that resulted in the regulators not requiring the client to construct a new cap over a landfill. Frank was able to demonstrate the contaminant source was not the landfill but a storm water pond.

Michael Sendrowicz

Firefighter at San Juan Fire District, Lopez Island

I had the privilege of taking a course in Project Management at Lake Superior State University in 2005/6 taught by Frank Breen. His course was, without question, the finest academic experience I’ve ever had.

Mr. Breen not only combines intensive theory with extensive real-world experience and practice, but he communicates those ideas clearly and easily. Never in my academic experience have I been so simultaneously challenged and rewarded.

He consistently set very high standards of performance and quality, but never failed to provide the tools, training, or leadership which allowed the students to meet those standards.

The material learned allowed me to immediately apply them in practice, and was directly responsible for each and every position I’ve had since.

I would enthusiastically recommend Frank Breen to anyone who has the opportunity to study under him.
